In brief: Peru appeals against bill ordering massive payout

* Peruvian public prosecutor Luis Huerta has lodged an appeal with the constitutional court (TC) against a bill approved by congress that orders the government to repay people and companies who contributed to the national housing fund (Fonavi) for the losses they suffered after the fund was deactivated in 1998. Huerta’s appeal argues that the bill would oblige the government to pay up to PEN$3.83trn (US$993.8bn) in compensation for payments made into Fonavi between 1979-1998. Huerta is arguing that the bill is unconstitutional, saying that it “jeopardises the abilities of the executive branch to administer fiscal policy, the principle of budgetary balance and the prohibition on legislators ordering spending”.
