Introduction

The Venezuelan government led by Nicolás Maduro has found international allies hard to come by in recent years. The departure of former US president Donald Trump (2017-2021) in January had prompted optimism in some quarters that a geopolitical readjustment could be on the cards, with early indications suggesting that Trump’s successor, Joe Biden, could look to follow in the footsteps of the European Union (EU) and the Office of the United Nations High Commissioner for Human Rights (OHCHR). In recent months, however, the Venezuelan authorities have burned bridges with both the EU and the OHCHR, as concerns about the human rights situation in the country have once again made headlines. We begin this April edition of the Latin American Regional Report: Andean Region by considering these concerns.
