Under continued pressure to replace some of the questioned members of his ministerial cabinet even after last year’s changes [WR-20-41], Paraguay’s President Mario Abdo Benítez has conducted another mini cabinet reshuffle. But rather than appease critics, Abdo Benítez has managed to upset them further by making provocative appointments. The controversy could produce a political crisis for Abdo Benítez, with one appointment in particular eliciting a strong rejection by senators from the opposition as well as some from the ruling Asociación Nacional Republicana-Partido Colorado (ANR-PC).
