PERU: Dim prospect of escaping cycle of political instability

Peruvian voters will have an unprecedented choice of presidential candidates when they cast their ballots on 11 April, but two opinion surveys released this week suggest that none of the options hold any great appeal. A second round in June pitting the two lead candidates against one another is by far the most likely outcome. Profound public disenchantment with the political class should result in the eventual victor facing a fragmented congress, which would see smooth governance remain elusive in Peru.
