BRAZIL: Backlash against deadly security policies

Within seconds of the New Year starting, violence in Rio de Janeiro claimed its first victim: five-year-old Alice Pamplona da Silva de Souza was hit by a stray bullet while her parents were watching fireworks on 1 January in the Morro do Turano, a favela in the central region of the city of Rio. The premature death of children caught in the midst of the violent conflict between police and criminals is an all too frequent occurrence in Brazil, and Rio in particular. These tragedies have become emblematic of the failure of state security policies and their unequal impact on the country’s poor and black population.
