* Brazil’s justice ministry’s consumer protection department (DPDC) has fined mobile telephone operators Oi, Claro, and Vivo R$9.3m (US$2.2m) for violating consumers’ rights. According to the DPDC, the phone operators are guilty of irregularities in the sale of additional services, such as daily horoscopes and personalised waiting ringtones, as well as overcharging customers for services that were sometimes unsolicited. The operators have 30 days to cease their irregular practices and pay the fine, which is the largest ever issued by the DPDC, although they can also appeal the decision.
