What is the baseline?

A starting point is to ask how democratic the Northern Triangle countries are right now. A lot of the evidence points to the existence of what could be called a major ‘democratic deficit’ in the sub-region. It is interesting to review where the three countries sit in two different attempts to build global ‘democracy rankings’, by the UK-based Economist Intelligence Unit (EIU) and by the US-based Freedom House.
