* The need to generate employment was the dominant theme of Brazil’s second televised presidential debate, which took place on 17 August between eight of the 13 candidates running for the presidency in the 7 October general election. Former president Lula da Silva (2003-2011), currently serving a prison sentence for corruption, was not allowed to take part in the debate. All the candidates that did take part promised to create more jobs, presenting their different policies in this area. Although Brazil’s national unemployment fell in April-June this year compared to January-March, it remains at a high 12.4% of the workforce, while underemployment is on the rise. Numbers recently released by Brazil’s national statistics agency (IBGE) show that 27.6m Brazilians (24.6% of the workforce) are underutilised, that is to say unemployed or underemployed.
