Dominican Republic: The Dominican Republic’s (DR) 32-member senate has approved a new law on political parties and organisations by 25 out of 27 senators present, following its approval on 7 August by the 190-member lower chamber. Among other things, the new legislation sets rules on regulating citizens’ right to organise parties, groups and political movements; sanctions for political parties; and addresses the process of selecting candidates, stipulating that they must be chosen by primaries, surveys, or by conventions of delegates or leaders. It also states there must be a minimum 40%/60% gender quota for female candidates and that 10% of candidates must be under the age of 35. The initiative had been controversial within the ruling Partido de la Liberación Dominicana (PLD) causing tensions between the faction led by President Danilo Medina (who is ineligible for re-election in 2020, having served two consecutive terms since 2012) and former President Leonel Fernández (1996-2000; 2004-2012) who opposed the imposition of rules on how parties can select candidates.
