In brief: Haiti

Haiti: Haiti’s government led by President Jovenel Moïse has recalled its ambassador to the United Nations (UN), Denis Regis, in protest at comments made by the head of the UN Mission for Justice Support in Haiti (MINUJUSTH), Susan Page, regarding anti-corruption efforts. In a statement released on 26 February, Page welcomed Haiti’s decision to assign investigating judges to look into complaints filed by citizens with regard to US$2bn that Haiti had received as part of the PetroCaribe discounted oil programme with Venezuela. In the same statement however, Page expressed regret that no judge had been appointed to look into two cases of human rights abuses by the Haitian police (HNP). She also cited a recent report by international NGO Transparency International which notes that Haiti is ranked as the most corrupt country in the Caribbean region and 23rd-worst (157th) out of 180 countries surveyed on their perceptions of corruption in the country. Haiti’s foreign ministry has responded by accusing Page of exceeding her authority, stating that her comments reflect an “attitude harmful to the political and institutional stability acquired during the past few years”.
