Uruguay’s President Tabaré Vázquez elected to proceed on 16 September with a scheduled trip to the US and appearance before the annual United Nations General Assembly. Vázquez had mooted cancelling the visit in the wake of the political crisis precipitated by the resignation of his vice-president, Raúl Sendic, days earlier
[WR-17-36], but he decided against this course in order to convey a sense of normalcy. Before departing for the US, Vázquez held a closed-door meeting with Senator Lucía Topolansky, who was swiftly installed as Sendic’s successor on 13 September, to discuss his government’s policy priorities.
