Venezuela: Questions over latest military changes

In a two-hour televised address on 20 June, President Nicolás Maduro shook up the military leadership, after a massive public outcry over scenes of national guard (GNB) officers using their pistols to fire openly on unarmed young protestors in Caracas, killing one (aged 17) and injuring four. That incident – which took place as the Organization of American States (OAS) debated Venezuela ahead of its Annual General Assembly in Cancún, Mexico – prompted the hard-line interior minister, Nestór Reverol, to admit to the ‘possibility’ of the disproportionate use of force (for which two GNB officers have been arrested).
