Uruguay: Lawyer Gustavo Salle has filed a formal criminal complaint in a local court against the government led by President Tabaré Vázquez, accusing it of violating the country’s 1998 investment law in its negotiations with the Finnish firm UPM over the development of a new paper mill in Uruguay. Salle argues that the confidential negotiations that the Vázquez government has been conducting with UPM violate a legal provision that all investment contracts must be transparent. Accusing the government of potentially offering too many concessions to UPM, Salle also argues that the government may be acting unconstitutionally by subordinating the interests of the state to those of UPM. On these grounds Salle has demanded that the courts order the government to make public all documents related to the negotiations it has been holding with UPM.
