Mexico: US heroin threat: a driver of better relations with Mexico?

Mexico-US relations remain volatile with ongoing disagreements over big issues like trade, immigration and the border wall. But there is a school of thought that says that despite all that, concern over the US heroin and opioids crisis will help maintain and perhaps even improve security cooperation between the two countries. As we explain below, this remains one of various possible scenarios.
