Mexico: Rise of the huachicoleros

Mexico has had a serious problem with illegal oil theft for a number of years. The phenomenon, and the expansion of the criminal groups responsible for it, who are known as huachicoleros, has gained intensity in recent months, perhaps because of a 20% increase in domestic fuel prices since the beginning of this year. The government still lacks a joined-up strategy to combat fuel theft.
