Brazil: Why pacification failed

Stumble into the wrong part of the city and you will find that Rio de Janeiro resembles a war zone. Daily shootouts in the favelas are becoming the rule rather than the exception, even in areas which were comparatively safe five years ago. “Conflict was always rife in favelas like Chapadão and Pedreira. But now, those which had once been ‘pacified’ by police are also at war,” said professor Giuseppe Cocco from the Universidade Federal do Rio de Janeiro (UFRJ) University, speaking to LatinNews.
