COSTA RICA: Solís pleads progress despite fiscal stasis

President Luis Guillermo Solís delivered an upbeat assessment of his government’s achievements in his penultimate state-of-the-nation address to the legislative assembly on 3 May. He focused on advances in reducing poverty, especially indigence, and the reactivation of the economy as foremost among these. Solís was forced to acknowledge, however, that his government had not been able to push through a crucial fiscal reform as it had hoped.
