COSTA RICA: Solís trumpets progress as he enters final year

President Luis Guillermo Solís has presented the balance sheet of his third and penultimate year in office. He was quick to point to improved transparency in government (official corruption had been a major public complaint under his predecessor Laura Chinchilla [Partido Liberación Nacional, 2010-2014]) along with other achievements such as poverty reduction and strong economic growth. While also mentioning that his leftist Partido Acción Ciudadana (PAC) had brought down the fiscal deficit, Solís was still forced to acknowledge one of the major shortcomings of his government – its failure to pass a comprehensive tax reform which stems from the PAC’s weak presence in the 57-member legislature. The recent elections for the congress presidency, which strengthened the opposition’s control of the unicameral legislature, suggest a further blow to the already dim chances of any progress on this front.
