The homicide rate: fluctuating, but too high

There are two certainties about the homicide rate. The first is that it is a good proxy – perhaps the best available – for violent crime in general. Countries that have a high homicide rate are also likely to see high levels of robbery with violence, forced disappearances, and other manifestations of crime. The second certainty is that entirely reliable statistics on homicides, particularly ones that are comparable across time periods and countries, are hard to come by. Not all murders are reported, and not all police forces or other authorities keep consistent records. This means that identifying undisputable region-wide trends in the homicide rate is difficult. One major point stands out however: while Latin America and Caribbean region homicide rates fluctuate, they remain among the highest in the world.
