Neighbourly ties tested

In recent weeks, relations between the Bolivian government led by President Evo Morales and two of its neighbours – Chile and Argentina – have come under strain. The problems with Argentina stemmed from changes to its migration laws. While Bolivia’s latest spat with Chile was hardly a surprise, given the historic enmity between the two (stemming from the 1879-1883 War of the Pacific in which, under a 1904 treaty, Bolivia lost access to the Pacific Ocean), a recently inked bilateral agreement on security suggests that these historical tensions may be overlooked in the face of what remains a priority for both countries.
