POLITICS & SECURITY: Still unable to shake off historically negative image

During the military dictatorship led by Alfredo Stroessner (1954-1989), Paraguay became famous as a regional smuggling haven. Since the return to democracy in 1990, successive governments have pledged to crack down on rampant official corruption, which allows the illicit trade to prosper. Recent events show that a lot more needs to be done to clean up Paraguay’s institutions.
