*Ecuador’s constitutional court has rejected three of the seven questions that President
Daniel Noboa intends to put to voters
in a referendum in December. The three proposals that the court declared unconstitutional sought to eliminate the Consejo de Participación Ciudadana y Control Social (CPCCS), Ecuador’s fourth branch of government which is responsible for appointing various public officials; enable the impeachment of constitutional court magistrates; and to permit gambling in five-star hotels. Four of the government’s proposals are still set to make it into the referendum, which seek to permit the return of foreign military bases; end state funding for political parties; reduce the number of deputies in the national assembly; and permit hourly employment contracts in the tourism sector.
