On 13 August Peru’s President Dina Boluarte promulgated a law granting amnesties to security personnel for crimes committed from 1980-2000 during the internal conflict with the Maoist guerrilla group Sendero Luminoso (SL), defying an injunction from the Inter-American Court of Human Rights (Corte-IDH) which had ruled against the legislation.
