PERU: Boluarte talks a lot but few listen

Peru’s President Dina Boluarte delivered her final state-of-the nation address to congress on 28 July. With a rock-bottom approval rating of 2.1% and disapproval rating of 97%, it is fair to say that the vast majority of the Peruvian public will not be upset to see the back of Boluarte this time next year. In a speech lasting more than four hours listing her government’s achievements and plans for the final year of her mandate, Boluarte barely mentioned the two issues that are dominating headlines in Peru: mounting public insecurity and the growing problem of informal mining.
