Colombia’s President Gustavo Petro should by most measures be basking in a rare victory after the senate finally approved his government’s labour reform bill on 17 June. Instead, however, Petro was still insisting that a more radical version of the bill which has not been diluted by the legislative process should be put to voters in a referendum. The government’s resolve may be weakening, though.
