BRAZIL: Gov’t resists pressure to designate gangs as terrorists
Officials from the justice & public security ministry have rejected a request from the US government to classify Brazil’s two most powerful criminal organisations, the Primeiro Comando da Capital (PCC) and the Comando Vermelho (CV), as terrorist groups. Right-wing oppositions figures in Brazil have welcomed the proposal by the US as a move to strengthen the fight against organised crime. However, the current administration led by President Luiz Inácio Lula da Silva has argued that existing national legislation on terrorism does not permit the designation of drug trafficking organisations (DTOs) as terrorist organisations, while some academics have been cited in the press as suggesting that putting the label of terrorism on DTOs would not provide major boosts to national security.
