BRAZIL: Local authorities ramp up hardline security stance

Authorities in some major cities such as São Paulo have been seeking to expand the powers of local law enforcement institutions. The federal government has its various security forces and state governments have their civil and military police, while city halls oversee their municipal guard. The São Paulo city council has approved a decision by the mayor, Ricardo Nunes, to rename the city’s ‘civil municipal guard’ (GCM) as the ‘municipal police’, but the decision has faced legal resistance.
