The growing visibility of organised crime in Peru has been the top declared priority of President Dina Boluarte’s government since September 2023. But, despite the repeated declaration of emergency security measures, brazen attacks by criminal gangs are becoming more common. The murder of singer Paul ‘Russo’ Flores, a member of the popular cumbia band Armonía 10, prompted Boluarte to decree another state of emergency in the capital Lima and the neighbouring port city of Callao.
