REGION: Parlacen divided over Russia’s observer status

The recent decision by the Central American Parliament (Parlacen) to grant Russia permanent observer status has proven divisive within the sub-region, prompting condemnation from Panama and Guatemala. Another point unlikely to have been welcomed by Washington was that the move was at the behest of Nicaragua, whose authoritarian government led by President Daniel Ortega has continued to shore up ties with Moscow as relations with traditional partners like the US have soured in response to ongoing human rights abuses and democracy concerns.
