BOLIVIA: Arce attempts to regain initiative with referendum

Facing resistance on both flanks in congress, disruptive protests, and a fratricidal power struggle within the ruling left-wing Movimiento al Socialismo (MAS), Bolivia’s President Luis Arce has said he will convene a referendum to resolve some of the country’s thorniest political issues. Citizens, he said, should have the final say on the question of presidential re-election – a pressing issue given the efforts of former president Evo Morales (2006-2019) to replace Arce on the MAS ticket in next year’s election – and on fuel subsidies, which are becoming increasingly unaffordable as Bolivia grapples with dwindling oil production and low reserves of hard currency.
