EL SALVADOR: Concerns over proposed criminal justice reforms

Civil society groups such as Socorro Jurídico Humanitario (SJH), along with opposition legislators Cesia Rivas (Vamos) and Francisco Lira (Alianza Republicana Nacionalista), have signalled alarm regarding a criminal reform package currently under consideration by El Salvador’s 60-member unicameral legislature, which would change rules on preventative detention and tighten existing punishments. The concerns add to existing fears regarding the worsening human rights situation under the authoritarian government led by President Nayib Bukele, which, since late March 2022, has implemented a state of emergency targeting mara gangs, a measure which has underpinned his popularity due to its impact on crime.
