VENEZUELA: Limited international observation confirmed for election

With just one month to go before Venezuelans head to the polls, it looks likely that the 28 July presidential election will be subjected to only limited international observation. News this week that a United Nations (UN) panel of experts and the US-based Carter Center will monitor the election was only of limited comfort to the Venezuelan opposition, which is bracing for potential foul play by President Nicolás Maduro’s government. The UN team, lacking the mandate that is required for a full electoral observation mission, will only submit a confidential report on the election that will be of little use to the opposition if it suspects fraud. The Carter Center, meanwhile, has acknowledged its limited capacity to scrutinise the voting process.
