The Mexican army’s suspected June 2014 extrajudicial execution of 22 people in Tlatlaya, Estado de México, and this year’s abduction and murder of seven civilians has attracted attention to the excessive use of force and apparent shoot-to-kill policy by federal forces deployed to fight organised crime. A study by two research institutes released in July found a consistently high imbalance between government and civilian deaths in armed confrontations, as well as between the number of civilians killed and those injured.
